With funding support from Agencia Española de Cooperación Internacional para el Desarrollo (AECID) through ETEA Foundation for Development and Cooperation, CEDAC is implementing a project titled “Social Partnership and Economic Empowerment, with gender equity, in rural areas of Stung Treng and Ratanakiri” in O Chum and Lumphat districts of Ratanakiri and Thalabarivath and Siem Bok of Steung Treng province. The project was started on 1 January 2011 and it will be completed on 31 December 2012. The specific objective of the project is: A system for public participation and partnership has been established allowing Community Based Organizations and Local Authorities working together on defining development plans with gender approach, paying special attention to the reinforcement of economic opportunities and improving access of women to decision making processes.
To strengthen the knowledge and capacity of representatives of Community Based Organizations (CBOs) on Roles and Functions of Commune Council and District Council, CEDAC, from the beginning of May up to 24 May 2011, organized 9 training sessions for 351 CBO representatives (159 women). The roles of the commune council and district council were extracted from the Cambodian Organic Law.
After the training, the CBO representatives understood clearly the roles and functions of the commune council and district council especially they have gained ideas to improve their cooperation with the commune council and district council. Practically, the CBOs will improve communication and information sharing with the commune council and district council. CBO representatives are not only interested to join the monthly meeting of the commune council and district council, but also participate in development process of Commune Investment Program from the meeting at the village level up to the communal level.
