1). Activity on 26 July 2010

Mr. Yim Sok Sophors, Mr. Yi Kim Than, and Mr. Lang Chanthea participated in a training workshop on DRR-Livelihood in Aisa Hotel, Kompong Chhnang Province.  The training workshop is organized by CORD for three day from 26 to 29 July 2010. Mr. Bob who is the external consultant acted as a trainer of this training workshop. As you seen the topic, it focuses on linkage between DRR/Climate change and Livelihood Activities. The 5 capitals that are the elements of livelihood framework were discussed during the workshop in order to analyze risks, hazard and vulnerabilities. 

During the workshop there are some other staffs of other partner NGOs also participated in the workshop. The workshop is organized at Asia Hotel in Kompong Chhnang Municipality with the total participation of 15 participants. I think that the training is really good for us to study more and more about the relation between the DRR, Climate change and livelihood. As you know CEDAC is a Khmer NGO that working on promoting livelihood of small farmers through the promotion of ecological agricultural innovations and others. The field assignment will be conducted tomorrow on 27 July 2010 at Spean Chhey Commune, Samaky Meanchey District, Kompong Chhnang Province. Mr. Lang Chanthea and another one project staff of ILFARM-KTL also participated in the workshop and importantly both of them are involved in preparing the field practices in the target villages. I (Yim Sok Sophors) would like to add that I also made a presentation on the  climate change project developed by CEDAC to all of the participants, the project mainly related to climate change, DRR, risk reduction, etc. During the workshop at the first day, I felt that I could learn something new related to the tools (those tools mainly focused on situational analysis, functional and multi stakeholder analysis) to be used for data collection from the community. I noted that if we have appropriate tools for collecting the data, it will be helpful for us to get the right information so that it is easy for us to make decision making and develop the project proposal.

2). Activity on 27 July 2010

A half-day field practice was conducted by all of the participants. We organized focus group discussion with approximately 25 community farmers, included village chief, leaders of village based farmer association, representatives of farmer groups (women’s group, producer group, pig insurance group), majority of the participants are women. We then divided the twenty five participants into 3 groups for discussion on resource mapping, hazard and risk assessment and multi stakeholder and functional analysis. It is to notice that the result of our work with them was presented at the end of the field practice. We could learn much information from the community and the community also could know and analyze their current situation related to climate change, DRR and livelihood activities that closely affected by climate change issues.

Ultimately, the field practice was ended at 3 pm in the village and we conducted a reflection meeting at the office of ILFARM-KTL for about 1 hour. Most of the staffs from different NGOs who participated in doing this field practice impressed that they could improve their understanding and learned a lot of things[1] from the field practice and those are very useful for them to apply in their organization.

3). Activity on 28 July 2010

I think that DRR and Climate change are considered as main topics for current development aspect. Continue from the previous day, a half day at the morning of 28 July 2010, I facilitated the meeting with the participants of the training workshop on DRR and Livelihood at HMB3 office in Kompong Chhnang province. I facilitated the participants to make analysis on the problems founded from the small group discussion yesterday at the village. I facilitated to identify the problem, cause and effect and then conducted plenary discussion with the participants to write the problem statement. 2 problem statements were produced after discussion with the participants, those are (1). Limited capacity of the farmers in applying sustainable agricultural technique and (2). Lack of capacity to manage the natural resources. We have discussed in detail to set up solution of those problems, the solution of the problems mean that the activity or intervention that we are going to do to address the problems. Generally, I could see that the solutions are similar to the solutions mentioned on the project proposal written by CEDAC.

Participation from local authorities is important in designing the project because it will increase their ownership and cooperation with the project. at the same time the local authorities such as village chief, commune council members…also can give us some inputs to improve their proposed project in order to meet situation and real needs of the community. Therefore, I would like to tell you that at the afternoon of 28 July 2010, the participants went to Thlork Vein commune in order to organize a consultation meeting with commune council members. The results of the first meeting with farmers at the village level were presented to the commune council members. First of all, Mr. Yi Kim Than also presented about historical background of CEDAC in that area, Mr. Tuot Chamreun from CORD also explained concept of Climate Change to the commune council members. A staff from LWF presented our proposed solutions to the commune council members and those proposed solutions are accepted by the commune council members. Generally, I could see that the activities that implemented by CEDAC are supported and satisfied by the commune council; however CEDAC’s staffs should also strengthen cooperation with the commune council. At the same time, World Vision is also a main NGO working in this commune, related to infrastructure rehabilitation.

4). Activity on 29 July 2010: The staffs who participated in the training workshop continued presentation and discussion on their finding with district authorities, relevant government officials from district offices of Health, District office of Agriculture, etc. Some of the commune council members who participated in the meeting yesterday also presented in the meeting venue at the district hall. Generally, we got additional comment to improve the project in responding to the issues happening in the studied village. The district authorities strongly support to the proposed solutions and they will participate actively in the project implementation. It is expected that the project will be implemented from October 2010.

These are some lessons-learned:

  1. It is note really good if all of the participants are elder women, they are not so active in discussion meeting, the old women are seem to be difficult in discussing about strategies of development activities in their village. Therefore, we should invite women at the old, young and medium ages to participate in the meeting.
  2. Preparation is really necessary important to ensure that the meeting will be proceeded very well. Therefore, before doing something it is good if we prepared it in advance.
  3.  Development workers should use PRA tools to know well the community and at the same time it also helps the community to know itself clearly.
  4. It is good to develop a project proposal with the participation of the community people because the project proposal will respond to read needs of the community. Therefore, fact finding should be conducted before writing the project proposal.
